Florida Responsible Vendor Program (RVP)

Under Florida law (Statutes §§ 561.701–561.706), licensed establishments may participate in the Responsible Vendor Program (RVP), which encourages safe alcohol service practices for servers, sellers, and managers.

While training is voluntary statewide, participating vendors who train their staff and maintain compliance may receive mitigation benefits for violations, reduced liability and insurance advantages.

Steps to Be Compliant in Florida:

  1. Enroll in an approved RVP course:
Complete the approved Florida Responsible Vendor Training course for servers or managers.
  2. Ensure training is completed within required time-frame:
While optional for all vendors, many insurers or authorities expect servers to be trained within 30 days of hire and managers within 15 days.
  3. Maintain records and documentation:
Keep certificates and training records for all employees; participating vendors must show compliance to qualify for mitigation benefits.
  4. Renew as required:
Certification remains valid for 3 years and must be renewed through an approved provider.

Program Benefits:

1. Liability Reduction & Risk Mitigation
Training reduces the risk of service to minors, service to intoxicated patrons and related alcohol-service violations—lowering fines, license risk and civil liability.

2. Legal & Regulatory Program Integration
Although not mandatory statewide, participation aligns with Florida statutes and provides vendors formal status under the Responsible Vendor Act.

3. Insurance Compliance & Lower Premiums
Vendors who complete RVP training often demonstrate to insurers that they follow best practices, which may yield reduced premiums or lower exposure.

4. Standardized Training & Improved Staff Performance
Ensures all staff receive consistent training in Florida alcohol laws, ID verification, refusal skills, intoxication recognition, and intervention techniques.

5. Valid Certification for 3 Years
Certification is valid for three years from date of completion and is recognized for meeting Florida Responsible Vendor Program requirements.
