California Responsible Beverage Service (RBS) Training Program

All alcohol servers and all managers of alcohol servers in California are required to complete an approved Responsible Beverage Service (RBS) Training Program. After finishing an approved course, alcohol servers and managers must take and pass the official RBS exam administered by the California Department of Alcoholic Beverage Control (ABC).

New employees must complete the full process within 60 days of employment, and RBS certification is valid for 3 years.

Steps to be Compliant in California:

  1. Register in the California ABC Portal:
Create an account and obtain your Server ID.
    https://abcbiz.abc.ca.gov/login
  2. Complete an approved RBS training course:
This includes the ServSafe Alcohol® California Online Course (available through Certivance).
  3. Return to the RBS Portal to take the exam:
After completing training, log back in to take the official ABC exam and receive your certification.
    https://abcbiz.abc.ca.gov/login

For additional details, visit the California ABC RBS FAQ on the ABC website.

Program Benefits:

1. Liability Reduction & Risk Mitigation
RBS training reduces violations related to serving minors, serving intoxicated individuals, and improper ID checking, lowering the risk of fines, citations, and license suspension.

2. Compliance With California’s Mandatory Law
RBS certification is legally required for all on-premises alcohol servers and managers. Staying compliant prevents enforcement actions and penalties.

3. Insurance Compliance & Lower Risk Exposure
Many insurance carriers require or expect RBS-trained staff. Verified RBS certification reduces risk and strengthens insurance compliance.

4. Standardized Training Across Staff
Ensures all employees receive consistent training in responsible service, ID verification, refusal skills, and alcohol laws—reducing preventable violations.

5. Valid State-Issued Certification (3 Years)
Certification is valid for three years and can be verified by employers through the RBS Portal. Records are maintained by the California ABC.

6. Centralized Digital Tracking & Verification
The RBS Portal provides digital certificates, automated expiration tracking, Server ID verification, and employer look-up tools for compliance management.
